THE ROLE OF STATE AUTHORITIES AND CIVIL SOCIETY IN THE IMPLEMENTATION OF THE DECISIONS OF THE CONSTITUTIONAL COURT
A two-day workshop was held at the initiative of the Constitutional Court
On January 17 and 18, 2026, a workshop titled “The Role of State Authorities and Civil Society in the Implementation of the Decisions of the Constitutional Court” was held at the initiative of the Constitutional Court. The workshop was attended by representatives of the judicial, legislative, and executive branches of power, as well as public organizations.
The event was organized with the support of the Embassy of the Kingdom of the Netherlands in Armenia, in cooperation with the NGO Europe in Law Association.
At the opening of the workshop, Arman Dilanyan, President of the Constitutional Court, welcomed the participants. Lilit Tadevosyan, President of the Cassation Court, Srbui Galyan, Minister of Justice of the Republic of Armenia, Vladimir Vardanyan, Chairman of the Standing Committee on State and Legal Affairs of the National Assembly of the Republic of Armenia, Her Excellency Marieke Monroy-Winter, Ambassador of the Kingdom of the Netherlands to Armenia, and Lusineh Hakobyan, President of the NGO Europe in Law Association, delivered opening remarks.
During the two-day workshop, the participants discussed many topics, including the legal-political significance of the Constitutional Court’s legal positions and their implementation by legislative and executive authorities, the Constitutional Court’s legal positions in relation to the implementation of its own decisions and those of the European Court of Human Rights, the implementation of the decisions of the RA Constitutional Court and ECHR by the judicial authorities of the Republic of Armenia, the role of strategic litigation initiated by civil society in the implementation of the decisions of the Constitutional Court, the institution of civil control over the implementation of the decisions of the RA Constitutional Court, the cooperation between the legislature and civil society, as well as between the judiciary and civil society, in the field of implementing the decisions of the Constitutional Court.
Edgar Shatiryan, Vice-President of the RA Constitutional Court, Seda Safaryan, Davit Khachaturyan, and Artak Zeynalyan, Justices of the RA Constitutional Court, Karen Tumanyan, Member of the RA Supreme Judicial Council, Gevorg Gyozalyan, Judge of the Anti-Corruption Chamber of the RA Cassation Court, Srbui Galyan, RA Minister of Justice, Vladimir Vardanyan, Chairman of the Standing Committee on State and Legal Affairs of the RA National Assembly, Andranik Kocharyan, Chairman of the Standing Committee on Defense and Security Affairs of the RA National Assembly, Rustam Bakoyan, Acting Chairman of the Standing Committee on Protection of Human Rights and Public Affairs of the RA National Assembly, Artur Sakunts, President of the Helsinki Citizens’ Assembly Vanadzor Office NGO, Styopa Safaryan, Director of the Armenian Institute of International and Security Affairs, Hovsep Khurshudyan, Chairman of the Free Citizen NGO, Tigran Egoryan, Senior Legal Advisor at the NGO Europe in Law Association, and Elen Manaseryan, President of the Confederation of Trade Unions of Armenia delivered speeches on the aforementioned topics.
