DELEGATION OF THE COUNCIL OF EUROPE WAS HOSTED AT THE CONSTITUTIONAL COURT

On April 11, 2024, the President of the Constitutional Court Arman Dilanyan hosted the delegation led by the the Director of Programme Co-ordination of the Council of Europe Claus Neukirch.

Welcoming the guests, the President of the Constitutional Court emphasized the close and effective cooperation between the High Court of Armenia and the Council of Europe, and pointed out the jointly implemented large-scale projects. The President of the Constitutional Court Arman Dilanyan attached importance to the new projects outlined in the field of Constitutional Justice within the framework of the Council of Europe Action Plan for Armenia 2023-2026, which are in line with the Constitutional Court’s institutional reform agenda.

The Director of Programme Co-ordination of the Council of Europe Claus Neukirch expressed gratitude for the warm reception, emphasizing that the Constitutional Court is always a reliable partner of the Council of Europe within the framework of the projects implemented in the field of justice sector. Claus Neukirch proposed to organize an international conference jointly with the European Commission for Democracy through Law (Venice Commission) in July 2024 in Yerevan, alongside the joint efforts to be undertaken in justice
 sector within the framework of the Council of Europe Action Plan for Armenia 2023-2026.

The President of the Constitutional Court noted that the High Court welcomes the proposal to organize an international conference in Yerevan and will make every effort to bring it to life.

During the meeting, the parties touched upon a number of issues related to the cooperation with the European Court of Human Rights (ECHR), increasing the effectiveness of Constitutional Justice, and promoting the publicity of the Constitutional Court's activities. The parties also agreed on launching workshops in the format of working groups to develop the action plan for the implementation of the envisaged projects.
