Dear Compatriots,
Today, 5 July, is the Constitution and State Symbols Day. It is not merely another commemorative date in our national calendar, but an opportunity to reinterpret our past, reassess our present, and reaffirm the commitment we have undertaken before our people, our society, and especially future generations to build a democratic statehood founded on constitutional values.
The Constitution is the legal embodiment of every nation's collective legal and political vision, aspirations, and objectives concerning its own future. It is the social contract concluded between our people and the State, mapping out the boundaries of lawful conduct for every public authority or public official, thereby guaranteeing the constitutional framework within which each of us is free to exercise our freedoms.
The strength of the Constitution is also determined by the degree of public trust placed in it. Whenever the Constitution becomes the genuine standard governing conduct, public decision-making, and judicial protection, it is transformed into a solid pillar of the State's stability, legal predictability, and public solidarity.
Constitutional culture is shaped not only through the decisions of the courts or the activities of public authorities, but also becomes a living reality through citizens' legal consciousness, the professional integrity of legal practitioners, the activity of educational institutions, and the quality of public dialogue.
Dear Compatriots,
The symbols of the Republic of Armenia are among the most eloquent and vivid manifestations of our statehood. Through the national flag, the national anthem, and the coat of arms of the Republic of Armenia, our State and its statehood become more visible, more audible, and more comprehensible both to the citizens of the Republic of Armenia and the international community beyond our country's borders. The degree of respect and care accorded to these symbols is directly proportional to society's attitude towards the State and its statehood. The greater that respect, the stronger the appreciation of the value of statehood.
The fifth of July is an excellent opportunity to reflect upon the path we have travelled and to acknowledge that the process of building a constitutional State is both demanding and endless, for there is no point at which all tasks are completed. It is a constant and continuous process requiring unwavering commitment to justice, the rule of law, the protection of human rights, and the strengthening of public trust.
Once again extending my congratulations on this occasion, I wish us all peace, security, solidarity, and sustainable development. May the Constitution of the Republic of Armenia continue to serve as the reliable foundation of our statehood and as a symbol of our shared responsibility for the future.
